In a significant step towards enhancing the skills and competencies of its officers, the Water Resources Service under the Ministry of Water Resources, Agriculture, and Processing Industry of the Kyrgyz Republic conducted a comprehensive two-day training program from July 4 to July 5, 2024. This initiative is part of the Climate Resilient Water Services Project (CRWSP), financed by the World Bank, aimed at improving the contract management capacity of ministry officials involved in World Bank-financed projects. This training follows a previous session held in Osh from June 26 to June 28, 2024.

Held in Bishkek, the training gathered over 14 participants from various departments within the Ministry of Water Resources, Agriculture and Processing Industry of the Kyrgyz Republic and members of other Project Implementation Units (PIUs) associated with different projects within the Ministry. The primary focus of the program was to equip participants with essential skills in contract management, particularly under the FIDIC Conditions of Contract, and to enhance their ability to prepare and evaluate tender documents in compliance with World Bank procurement rules and procedures.

Ms. Irina Goncharova, the World Bank procurement expert responsible for the project’s procurement process, attended the training to provide valuable insights and recommendations.

The program was inaugurated by Mr. U.T. Torogeldiev, Director of the Project Implementation Unit (PIU), who emphasized the training’s importance for the successful execution of the CRWSP. “Considering that some procurement processes will be applied for the first time in Kyrgyzstan, this training is a crucial step towards achieving our aim of implementing the Climate Resilient Water Services Project effectively and efficiently,” stated Mr. Torogeldiev during his opening remarks.

Over the course “Contract management training” of the two-day training session, participants engaged in a series of interactive sessions designed to provide hands-on experience and deepen their understanding of key aspects of contract management. Topics covered included FIDIC Conditions of Contract, preparation of tender documents, evaluation of tenders, and adherence to World Bank procurement guidelines..

The training was led by Mr. Burak Ovayurt from SU-YAPI Engineering and Consulting Inc., Türkiye, a firm providing design and construction supervision services under the CRWSP.
